Description

The Compliance Executive Director monitors and reports on activities concerned with grants and contracts, purchases of equipment, materials, products, and services both internally and externally.  The position evaluates grant and contract performance to determine necessary amendments or extensions and monitors to ensure grants & contracts stay within budgets.  This position will also be responsible for performing various periodic general ledger activities including, but not limited to, preparation of journal entries, grant receivables, and overall analysis of grant and contract activities. Additional responsibilities include coordination, record management and retention, and compliance with federal, state, and local government rules and regulations.  The Compliance Executive Director has responsibility for establishing and maintaining a management reporting system for all grants and contracts compliance including financial reporting schedule to the program directors and the Chief Financial Officer.

Principle Duties

Management Areas of Responsibility

  1. Oversee Compliance staff and activities while providing effective oversight of personnel and delegating task and duties as appropriate
  2. Provide high level mentoring and supervision to direct reports ensuring all are supported while fostering strong relationship-building and career growth within the Samish Indian Nation
  3. Foster a team-oriented, supportive work environment while providing clear expectations and accountability including effective communication
  4. Provide proper training to ensure effective communication, technology use, and the proper use of tribe-wide operating systems
  5. Coordinate with Human Resources and Chief Financial Officer in the hiring of staff; handling of personnel issues; and updating job descriptions

 Administrative Areas of Responsibility

  1. Maintains Contracts and Grants files in standard, pre-established format, including establishing a grant and contract tracking system to ensure that all required reports are prepared in advance of due dates and that reports are submitted before due dates
  2. Prepares and submits required monthly, quarterly, semi-annual and annual financial reports to all funding agencies in a timely manner
  3. Serves as the primary contact, in conjunction with the Chief Financial Officer, between funding agencies and Tribe for all accounting, budgeting, and compliance issues; coordinates with Directors for grant budget or scope modifications, and ensures such requests are accurate and complete before submission to agency
  4. Performs budgetary checks for all purchases as part of the purchase order approval process and advises departments when budgets are needed from a program and/or if a program is over budget
  5. Works with Program Directors to ensure that all Contracts and Grants information, including budgets and modifications, are updated to the accounting system, to ensure budget information in the system is reliable and available for Director view only access in the accounting software
  6. Works with the Chief Financial Officer on Contracts and Grant matters of more complex nature, such as indirect cost issues, prioritization of available additional funding, audit preparation, and prevention of any misuse of Contract and Grant Funding
  7. Oversees and manages all self-monitoring reviews that are required by grants and/or contracts, reviews match documentation from grant Directors for accuracy and completeness, and works with the housing department to complete the annual Environmental Reviews for NAHASDA
  8. Scans grant and contract information into electronic format to make it available for Tribal personnel and for external users when necessary
  9. Prepares journal entries necessary for application of indirect costs to grants & contracts, completes grant receivables related to monthly drawdowns, and other entries as assigned
  10. Provides back up to Chief Financial Officer in maintaining access to the accounting software for accounting staff and Program Managers 
  11. Act as the liaison on behalf of the Tribe for all requests for electronic draw downs, and maintain accurate records of revenue disbursement to the appropriate grant or contract awards
  12. Maintains the Common Documents section of the Administration folder, the procedure outlines created for PO completion, travel, internships, and contracting and procurement, and the cost allocation splitters, budget helpers and the HHS gift card inventory
  13. Completes requested compliance research and analysis, as well as document creation if needed, to ensure compliance is maintained for grant Directors and Executive Management

 Executive Director Team

  1. Be an effective and positive team member fostering a team approach to recommendations and guidance to the tribal government
  2. Provide support to other team members within their areas of responsibility
  3. Provide cross coordination and backup to other team members when they are out of office
  4. In coordination with the Executive Director Team, strategize ways to effectively use funding sources to ensure stabilization of each department and activity approved by Tribal Council
  5. Give proper feedback and reporting to other team members on items such as Grant Compliance, Budget monitoring, grant deliverables and reporting requirements
  6. Collaborate with other team members working on recommendations for Chief Executive Team on policy changes, growth, strategic planning, action work plans, annual reports, business process improvements, Workplace Culture Environment including but not limited to WFH policies and procedures, Emergency Management Plan, citizens & community outreach, and security controls

 Chief Executive Team

  1. Effectively implement Tribal Council’s approved policies and procedures and provide recommended changes to Chief Executive Team when appropriate
  2. Give recommendations on grant monitoring and compliance
  3. Assist Chief Executive Team on reviewing all new grant proposals and renewals
  4. Provides monthly, quarterly, and annual reports related to Areas of Responsibility
  5. Assist Chief Executive Team in updating the nation’s Strategic Plan and Work Actions Plans
  6. Provide recommendations and options to Chief Executive Team including but not limited to funding, new activities and initiatives, tribe-wide plans, and process improvements
  7. In coordination with direct reports, effectively analyze all areas Grant and Contract Compliance and give Chief Executive Team options of proper organization structure to support growth and addressing needs of the department

 External Relations

  1. Monitor state and federal level policy and regulatory changes that impact areas of responsibility.
  2. Regularly review and analyze tribal policies and procedures for compliance that impact areas of responsibility with federal and state requirements and make recommendations for revision as appropriate
  3. Give guidance and recommendations to Senior Officer Team and Chief Executive Team, on tribal response to local, state, and federal initiatives and issues
  4. Attend relevant to area of responsibilities any public, government, and special interest meetings, conferences, and negotiations.
  5. Maintain positive relations with community members; local, state, regional, and federal entities; and others to accomplish tribal objectives and preserve/promote good public relations
  6. Perform other related duties, as required in order to meet business needs

Required Qualifications
  1. Must possess a BA in related field and two years related experience, or AA and five years relevant experience, with reporting for state and federal grants and contracts
  2. Must possess advanced skills with Excel; intermediate skills with other MS Office programs
  3. Must have excellent communication skills, both in writing and verbally
  4. Must be able to self-prioritize work in order to meet multiple deadlines
  5. Must be able to lift/carry up to 20lbs

Working Conditions

Physical Demands: Long periods of sitting (60% of time); occasional bending, crouching, stooping, stretching, reaching, lifting, carrying, and pushing (20% of time); and occasional standing and walking (20% of time). Occasionally lifts/carries up to 20lbs. Must possess manual dexterity sufficient to use office equipment with frequent repetitive motion such as writing, typing, cash-handling, paperwork-handling, and phone use. Must possess the ability to view print on a computer screen and/or paper document; the ability to speak and hear exchanging information with end users by telephone Mental/Visual Demands: Frequent mental and/or visual attention to task is required. Occasionally work requires heavy concentration. Frequent interruptions. Tasks involve eye-hand coordination. Working Environment: Work environment is mainly indoors with heat and some air conditioning. Must sit or stand at desk for the majority of shift. Occasionally works alone without benefit of supervisor or co-worker. Unavoidable hazards/risks: Work requires minimal risks which require safety precautions (using some cleaning chemicals for light cleaning). Protective clothing or equipment may be required (goggles, gloves, masks, boots, etc.)
