Description

The Emergency Management Specialist position is responsible for preparedness, planning and exercises associated with the Samish Indian Nation’s Emergency Preparedness program.  This position represents Samish at local, county, state and regional emergency response and preparedness meetings and drills, and develops an integrated response capability within the Tribe.  This position also works with federal and state agencies to apply for funding and increase the emergency response capabilities of the Samish Indian Nation.  Work is performed primarily in an office environment with outings to meetings, exercises, public education functions, and training opportunities. Though infrequently dispatched to Incident Command Posts, duration of dispatch could extend beyond normal work hours for several days at a time, including the potential to work nights and weekends for long durations of time.

Principle Duties
  1. Leads development and updates of Samish emergency preparedness and all-hazard response plans and exercises including childcare, elders, and DNR.
  2. Collaborates with leaders to recognize possible emergency scenarios and potential hazardous impacts and develops suggestions to reduce the impact of such emergencies.
  3. Maintains an inventory of emergency personnel and material resources, identifies resource deficiencies, and coordinates with appropriate partners to resolve them.
  4. Develops and carries out emergency preparedness, public awareness, and education programs.
  5. Coordinates with internal stakeholders, partner organizations, and government agencies to maintain awareness of potential threats in the community; and participate in mitigation, prevention, and preparedness activities and exercises.
  6. Participates in tabletop exercises with local, county, state and regional emergency management entities including local oil refineries to develop awareness of Samish emergency response capabilities.
  7. Attends various Emergency Management related meetings as requested on behalf of the Samish Nation.
  8. Researches and applies for federal and state funding opportunities and grants as applicable.

Required Qualifications
  1. Familiarity of the National Incident Management System (NIMS)
  2. Familiarity with the Incident Command System (ICS)
  3. Associates degree in Emergency Management, Public Health, Natural Resources, Climate Resiliency, Planning, Human Services, Education, or closely related field and demonstrated experience in Emergency Management
  4. An equivalent combination of education and experience may be substituted which demonstrates progressively responsible and applicable skills, knowledge, and abilities necessary to perform the essential functions of the position.
  5. Completion of FEMA courses IS-100, IS-200, IS-700, and IS-800 within 6 months of hire date.
  6. Completion of FEMA courses ICS-300 and ICS-400 within 1 year of hire date.
  7. Excellent communication skills both written and oral combined with outreach and training presentation skills.
  8. Demonstrated ability to foster a team environment with internal departments and external partners.
  9. General Computer skills especially MS Office suite.

Preferred Qualifications

  1. Write, understand, and interpret complex materials such as grant applications and deliverables, notices of funding opportunities, and other written material inherent to the position.
  2. Work occasional weekends, evenings, and holidays during non-emergent and emergent times.

Working Conditions

Physical Demands: Frequent periods of sitting, including driving (60% of time); occasional bending, crouching, stooping, stretching, reaching, lifting, carrying, and pushing (20% of time); and occasional standing and walking (20% of time). Occasionally lifts/carries up to 40 lbs. Must possess manual dexterity sufficient to use office equipment with frequent repetitive motion such as writing, typing, and phone use. Must possess the ability to view print on a computer screen and/or paper document; the ability to speak and hear exchanging information with end users by telephone Mental/Visual Demands: Frequent mental and/or visual attention to task is required. Occasionally work requires heavy concentration. Occasionally work involves disturbing and emotional subject matter, requiring strong mental and emotional stamina. Frequent interruptions. Tasks involve eye-hand coordination.  Working Environment: Work environment is mainly indoors with heat and some air conditioning. Working environment will may vary day to day. Sometimes works alone without benefit of supervisor or co-worker. Unavoidable hazards/risks: Regular vehicular travel on highways and roads. Regular interaction with high-risk clients including home visits that may be unaccompanied. Work requires minimal risks which require safety precautions (using some cleaning chemicals for light cleaning). Protective clothing or equipment may be required (goggles, gloves, masks, boots, etc.)
