Description

The Performance and Quality Improvement (PQI) Specialist will be responsible for advancing efficient, effective service delivery, effective program practices and the achievement of strategic and program goals through data analysis. Additionally, the PQI Specialist will be responsible for providing project level and system level data quality assurance and input into the Homeless Management Information System (HMIS).   They will review all data within HMIS system for completeness and accuracy, quantify program gathered data, and will generate reports from HMIS for program for use and presentation when needed. They will work with staff to resolve reporting issues within HMIS and provide training specific to HMIS data quality.

Principle Duties
  1. Analyze admission and occupancy processes, policies and procedures and make recommendations regarding corrective procedures and implementation to maintain a useful quality improvement program for the Health and Human Services Division
  2. Define and represent a culture that values quality improvement, including how strategic priorities influence the quality improvement process
  3. Articulate how PQI information is used to improve practice, monitor service operations and build organizational capacity
  4. Ensure that staff understand how PQI functions within the Department and can participate in PQI activities
  5. Determine how PQI data is used to identify areas of needed improvement and implement improvement plans in support of achieving performance targets, program goals, client satisfaction and positive client outcomes
  6. Determine two or three areas that are currently being targeting for improvement in with the PQI System. Findings should help build capacity, improve programs and have a positive impact on persons served
  7. Ensure all data measurement tools and modes of utilization accurately reflect the needs of the program and funding sources
  8. Enhance a fluid system of delivery and interdepartmental service model
  9. Create productivity reports for Division Leadership and funding sources
  10. Build capacity of HMIS program to expansion in ten-service county area
  11. Work with Samish Indian Nation Cultural programs to ensure that all services within Health and Human Services are culturally appropriate in the approach/marketing/paperwork offered to Citizens seeking services
  12. Perform other duties as assigned
Required Qualifications
  1. Bachelor’s or Associate’s Degree, or 2 years of highly relevant paid work experience and formal training in data analytics to demonstrate an ability to successfully perform the job
  2. Strong computer skills, including using work processors, analyzing Excel spreadsheets
  3. Strong oral and written communication skills and ability to work effectively with staff from various backgrounds
  4. Ability to organize and coordinate work efficiently; prioritize workload, work under pressure with tight timelines and changing priorities
  5. Ability to work independently with a minimum of supervision and act on own initiative within Divisions procedural guidelines
  6. Initiative and creatively in problem solving and system development
  7. Willingness to be flexible and work cooperatively with co-workers to accomplish all responsibilities of the team
  8. Subscribe to philosophy of cooperation and continuity across programs, and of consideration and respect for clients
  9. Experience working with homeless, mentally ill and/or substance abusers
  10. Appropriate safeguarding and handing of confidential information
  11. Proficiency in maintaining accurate client records in HMIS, the client tracking software application used by the Housing Department

Working Conditions

Physical Demands: Frequent periods of sitting, including driving (60% of time); occasional bending, crouching, stooping, stretching, reaching, lifting, carrying, and pushing (20% of time); and occasional standing and walking (20% of time). Occasionally lifts/carries up to 20lbs. Must possess manual dexterity sufficient to use office equipment with frequent repetitive motion such as writing, typing, and phone use. Must possess the ability to view print on a computer screen and/or paper document; the ability to speak and hear exchanging information with end users by telephone Mental/Visual Demands: Frequent mental and/or visual attention to task is required. Occasionally work requires heavy concentration. Occasionally work involves disturbing and emotional subject matter, requiring strong mental and emotional stamina. Frequent interruptions. Tasks involve eye-hand coordination.  Working Environment: Work environment is mainly indoors with heat and some air conditioning. Working environment will may vary day to day. Sometimes works alone without benefit of supervisor or co-worker. Unavoidable hazards/risks: Regular vehicular travel on highways and roads. Regular interaction with high-risk clients including home visits that may be unaccompanied. Work requires minimal risks which require safety precautions (using some cleaning chemicals for light cleaning). Protective clothing or equipment may be required (goggles, gloves, masks, boots, etc.)
