Description

The Social Services Director for the Samish Indian Nation is responsible for the development, implementation, and oversight of all Social Services programs for the Tribe. This position is responsible for carrying out specific requirements related to applicable Federal and State grants and contracts and completing required data collection.

Principle Duties
  1. Oversees the Social Services Department and works closely with the Social & Community Services Senior Director and Chief Financial Officer, to ensure that all programs, services and systems are developed in accordance with approved Samish Tribal Council policies, compliant with relevant federal, state and local laws, and congruent with the Samish Indian Nation's organizational philosophy, mission and values
  2. Supervises Social Services staff, coaches and develops skills in accordance with policies of the Tribe, Indian Child Welfare, and governmental grant regulations; assigns cases, and workloads. Facilitates training of volunteers and staff within the Social Services Department to ensure program compliance with Tribal, State, and Federal policy, rules, and regulations. Delegates responsibilities to program staff as necessary and appropriate to ensure individualized opportunities for staff development and growth
  3. In conjunction with tribal Legal Staff, participate in activities such as court appearances and monitoring active cases in all areas relating to the Indian Child Welfare Act
  4. Develops and monitors the Social Services programs and budgets; oversees the preparation of grant applications and reports to assure adequacy and timeliness. Ensures program compliance with state criteria and federal rules regulating grants
  5. Develop and administer a victim assistance program within the Samish community that (1) provides a coordinated and collaborative multidisciplinary response to support fundamental intervention, crisis services, advocacy, and outreach to individuals who have been hurt and harmed, their families, and the community and (2) provide trauma-informed, person-centered, culturally rooted, traditional, and holistic services to victims of crime, their families, and the community
  6. Coordinate and promote multi-disciplinary community efforts to aid crime victims within the Samish Indian Nation, and with outside agencies and organizations, including state-wide coordination of victim notification systems, crisis response teams, coalitions to support and assist victims
  7. Maintains policies and procedures for all assigned Social Services programs and assists staff with interpreting those policies and procedures
  8. Prepares programmatic, fiscal, and statistical reports and data as requested by Social & Community Senior Director for grant compliance and/or Tribal Council monitoring
  9. Develop and administer an integrated program of outreach and awareness activities that will inform victims and community members about available services to individuals hurt or harmed by crime and how to access them
  10. Works with other appropriate committees and inter-departmental workgroups and attends tribal council meetings as directed
  11. As directed by SCSSD and Tribal Resolution, represent Samish Indian Nation social service interests in the local DCYF/DSHS 7.01 process, at the DCYF/DSHS Regional Tribal Coordinating Council and also at the state level DCYF/DSHS Indian Policy Advisory Committee
  12. Manages content for the Samish social services website
  13. Performs other duties as assigned

Required Qualifications
  1. Must possess a bachelor’s degree in Administration, Human Services, Social Work, Psychology or a closely related field. Equivalent years of experience working in a closely related field that involves client services, grants management and budgetary responsibility may be substituted year- for- year for a four-year college degree
  2. A minimum of three years of progressively responsible experience in social services case management, and crime victim advocacy using integrated services within a tribal setting
  3. Must possess familiarity with multiple community resources and systems, including ICWA, DSHS., etc.
  4. Must have 3 years of supervisory experience
  5. Must be familiar with MS Office and e-file management
  6. Must have excellent oral and interpersonal communication skills and the ability to provide high- quality customer service
  7. Must possess working knowledge of Native American issues and culture
  8. Must have a valid Washington State driver's license and be able to meet the minimum insurance requirements regarding driving record in order to utilize GSA vehicles

Preferred Qualifications:

  1. Master’s degree in Social Work or related field

Working Conditions

Physical Demands: Frequent periods of sitting, including driving (60% of time); occasional bending, crouching, stooping, stretching, reaching, lifting, carrying, and pushing (20% of time); and occasional standing and walking (20% of time). Occasionally lifts/carries up to 20lbs. Must possess manual dexterity sufficient to use office equipment with frequent repetitive motion such as writing, typing, and phone use. Must possess the ability to view print on a computer screen and/or paper document; the ability to speak and hear exchanging information with end users by telephone Mental/Visual Demands: Frequent mental and/or visual attention to task is required. Occasionally work requires heavy concentration. Occasionally work involves disturbing and emotional subject matter, requiring strong mental and emotional stamina. Frequent interruptions. Tasks involve eye-hand coordination.  Working Environment: Work environment is mainly indoors with heat and some air conditioning. Working environment will may vary day to day. Sometimes works alone without benefit of supervisor or co-worker. Unavoidable hazards/risks: Regular vehicular travel on highways and roads. Regular interaction with high-risk clients including home visits that may be unaccompanied. Work requires minimal risks which require safety precautions (using some cleaning chemicals for light cleaning). Protective clothing or equipment may be required (goggles, gloves, masks, boots, etc.)
